Edinburgh Civic Forum

The Edinburgh Civic Forum was formed in the 1988 to strengthen dialogue between civic organisations in the capital and the City of Edinburgh Council. It continues to provide a platform for collaboration, shared learning, and coordinated input on issues affecting the city’s future, while encouraging greater public interest and participation in planning and civic life.

The Forum enables civic organisations to act together on matters of common interest, particularly those relating to the city’s liveability, planning, and environment. Its core areas of activity include contributing to the development of plans, policies, and planning frameworks; supporting the improvement of the city through informed discussion and research; and making representations on the interpretation and implementation of planning law, policy, and wider legislation affecting Edinburgh’s development.

Topics and priorities are shaped by Forum members, with the Cockburn Association convening and facilitating meetings, and the City of Edinburgh Council providing supporting information and consultation materials. The Forum also establishes short-life working groups where appropriate to explore specific themes in greater depth.

Who Can Join?

Membership is open to organisations operating within the City of Edinburgh Council boundary whose aims align with the Forum’s purpose. These include:

  • Community Councils
  • Civic and amenity groups
  • Residents’ and area associations
  • Local interest groups
  • Youth and student organisations

Members are represented by appointed individuals (typically one per organisation per meeting), and active participation is encouraged. Membership is reviewed periodically to ensure continued engagement.

The Forum is not open to private individuals, political groups, or commercial organisations.

How the Forum Works

The Forum meets four times a year, alongside an annual networking and training event. Meetings are designed to encourage participation and may take place both in person and online. A Steering Group, elected annually from the membership, helps guide the Forum’s work, shape agendas, and maintain momentum between meetings.
